Average education levels by state
Using the latest NAEP results, we created a map displaying average student performance across all states.
While some states have made huge strides over the past decade, others have fallen further behind.
The red dots indicate the top-performing states. The dark blue dots represent the bottom serving forms. In other words, the states with the highest test scores are doing better than in 2003, and those with the lowest scores are doing worse than in 2003. We are not saying that every state is progressing, just that no state has slipped backward.
Educational attainment levels by state
NAEP is an annual assessment of how public and private school students perform in various subjects.
In 2017, the NAEP math and science results dropped from 2015. For math, the NAEP reading scores for grades 3-8 and the NAEP math scores for grades 4-8 were all below the national average.
In contrast, for science, the NAEP reading scores for grades 4-8 and the NAEP math scores for grades 8-12 were above the national average.
The state-by-state rankings of educational attainment are based on NAEP data from the 2016-2017 school year.

Education spending per pupil levels by state
Education spending in the United States is at an all-time high. It now costs over $15,000 to raise a child to 18, and education spending accounts for almost 20% of total government spending.
As of September 1, 2016, the federal government spent $8,400 per student, which varies widely from state to state.
While the federal government provides the bulk of the funding, it does not dictate how it’s spent. In most states, state governments manage education spending, which can spend as much or as little as they wish.
As of September 1, 2016, the states that spent the least on education per pupil were Wyoming, Oklahoma, North Dakota, and Alaska. The conditions that spent the most money were New York, California, Connecticut, Massachusetts, and Maryland.

To determine how well states are doing, we compared enrollment numbers from 2016 and 2017. States that had higher growth were given higher grades.
We found that 34 states had an overall grade of D or lower, and 27 states had a grade of C or lower.
The average growth for the country was about 2 percent, but the states with the lowest growth rates were also among the worst.
A total of 11 states saw a drop in overall enrollment, and six states experienced a decline in college readiness.
